Jepang memiliki rencana besar untuk H3, yang telah dikembangkan JAXA dan mitranya Mitsubishi Heavy Industries selama 10 tahun terakhir. JAXA mengatakan H3 dirancang agar fleksibel dan hemat biaya, serta akan segera menggantikan roket H-IIA.

H3 membawa muatan operasional, yakni, pesawat ruang angkasa pengamat bumi seberat tiga ton yang disebut Advanced Land Observation Satellite (ALOS-3, atau Daichi-3).

H3 akan mengirimkan ALOS-3 ke orbit rendah bumi, jika semua berjalan sesuai rencana. Satelit  itu kemudian akan mempelajari bumi secara detail untuk berbagai aplikasi.
